摘要:
 在新的发展时期,土地权限问题已经成为制约闽台乡村旅游深度合作的瓶颈之一,造成土地使用急功近利、利益相关者矛盾激化、不科学持续发展等一系列问题。在国家农村改革新政背景下,根据“土地发展权”理论,从用地权限、补偿平衡机制、用地规范、协同创新、人才合作等方面进行破解,尤其是建立新型的“H型橄榄模式”,调动协会在土地发展中的主动性,扩大两地协会合作,促进闽台乡村旅游合作健康发展。
Abstract:
 Limited land rights have restricted deep cooperation of rural tourism between Fujian and Taiwan,resulting in shortsighted and unsustainable land using,and intensified conflicts among stakeholder. This paper attempted to find solution from the theory of land development rights from the rights to land use,compensatory mechanism,land use rules,collaborative innovation and human resources cooperation. It focused on the H olive model in arousing the initiatives of associations related,expansion of cooperation area of Fujian and Taiwan associations,and promotion of healthy development of the rural tourism cooperation between Fujian and Taiwan.
